MassCEC seeks proposals to develop and support Massachusetts' offshore wind workforce through a competitive grant program. The Offshore Wind Works (OSWW) program aims to expand the Commonwealth's capacity to prepare current and future workers to plan, deploy, operate, and maintain offshore wind farms in southern New England, as well as support manufacturing of offshore wind components and related supply chain activities. Applicants may submit proposals for workforce development projects including training programs, career awareness programs, programs with equity and inclusion elements, and studies related to workforce development or worker safety in the offshore wind industry. Sustained offshore workforce readiness remains essential given that offshore construction activities have been underway in the region since 2022.
Eligible applicants include community-based nonprofit organizations with 501(c)(3) status located in Massachusetts, public government entities, accredited Massachusetts schools, accredited Massachusetts higher education institutions offering two- or four-year degrees, local labor unions, and established private workforce training providers or companies doing business in Massachusetts in partnership with an eligible organization. Applicants are encouraged to partner with and demonstrate support from the offshore wind industry, including developers and Massachusetts-based training or educational providers with existing programs. The lead applicant must fall into at least one of the specified eligibility categories.
