PacifiCorp established an action item out of their 2021 Integrated Resource Plan (IRP) to conduct a 2022 All-Source Request for Proposals (2022AS RFP). The RFP sought proposals for competitively priced resources capable of interconnecting with or delivering to PacifiCorp's transmission system in its east or west balancing authority areas. The 2021 IRP preferred portfolio included 1,345 megawatts (MW) of new proxy renewable resources and 600 MW of collocated energy storage by the end of 2026. Through the RFP, PacifiCorp considered benchmark, build-transfer, power purchase and tolling agreement for generating and storage resources as well as professional services contracts for resources such as demand response resource proposals. PacifiCorp accepted new and existing resources with terms between 5 and 30 years. Eligible bids needed to demonstrate ability to be operational and deliver firm energy by December 31, 2027, or December 31, 2028 for long-lead time resources such as pumped storage hydro, geothermal and nuclear resources. However, as of April 3, 2024, the 2022 All-Source Request for Proposals has been terminated due to changing planning conditions and the 2023 IRP Update which demonstrated customer benefit to scaling down and delaying resource acquisition until after 2030.
