PacifiCorp is seeking cost-competitive bids for renewable energy credits (RECs) to meet customer needs through two distinct product offerings. Bidders are required to submit completed Bid Response Forms (Exhibit A) by the submission deadline.
Product 1 consists of 112,000 RECs with a vintage period from July 1, 2025 to November 30, 2026 (BH 2025-2026), with preferred out-of-balance delivery by June 30, 2026 and a last possible delivery date of November 30, 2026. Product 2 consists of 109,000 RECs with a vintage period from January 1, 2026 to November 30, 2026, with the same delivery preferences. Both products require facilities to be located in the Western Electricity Coordinating Council (WECC) region.
Acceptable technology sources include wind (preferred), solar (preferred), geothermal (preferred in quantities less than 25,000 RECs), low-impact hydro (least preferred, less than 5,000 RECs), and certified low-emission biomass (least preferred, less than 5,000 RECs). Bids may combine different technologies. Preferred attributes include California Renewable Standard (CRS) eligibility and commercial operation date of 2012 or newer. The minimum bid amount is 5,000 RECs per bidder, and counterparties may submit bids for either or both products. REC transfers will be processed through the Western Renewable Energy Generation Information System (WREGIS).
Key dates include: RFP issuance on January 9, 2026; questions due January 14, 2026; responses to questions posted January 16, 2026; proposal deadline January 23, 2026 at 5:00 p.m. Pacific Prevailing Time; evaluation completion and bidder notification by February 6, 2026; and completion of negotiations and contract execution by February 27, 2026. PacifiCorp reserves the right to reject any bids and cancel the solicitation at its discretion.
