The City of Anaheim is seeking competitive proposals for renewable energy and renewable-energy-plus-storage projects to fulfill its energy goals and allocate Commercial Interest Points (CIP) to selected projects consistent with the California Independent System Operator (CAISO) Interconnection Process Enhancements. Anaheim invites proposals for renewable energy resources with commercial operation date (COD) or delivery starting in 2025 and beyond towards the pathway to 100% fossil-fuel free electricity by 2045.
Proposal Categories: Anaheim is inviting suppliers to submit information for the following project types: (1) Renewable energy generating facilities from a variable resource (solar, wind, or small hydro); (2) Renewable energy generating facilities from a firm resource (geothermal, landfill gas); (3) Renewable energy generating facilities (either variable or firm) paired with a minimum of 4 hours storage capability; (4) Standalone energy storage systems with a minimum of 4 hours storage capability. All projects must be located in CAISO's Queue Cluster 15 with COD no sooner than June 30, 2025, and no later than June 30, 2031. Renewable projects must be consistent with the California Renewable Energy Resources Program (Public Resources Code Section 25740 et seq.) and the California Renewables Portfolio Standard Program (Public Utilities Code Section 399.11 et seq.).
Key Dates: Proposals are due by November 13, 2024, at 5:00 PM PT. Online Q&A deadline is November 4, 2024, at 5:00 PM PDT. Anaheim intends to negotiate and execute an Exclusivity Agreement with selected respondent(s) by December 9, 2024.
Submission and Evaluation: By submitting a proposal, participants acknowledge understanding and agreement to all terms and conditions set forth in the RFP instructions and appendices. Anaheim may modify, suspend, or terminate this RFP without liability to any organization or individual. This RFP does not constitute an offer to buy or create an obligation for Anaheim to enter into an agreement with any party. All decisions to award CIP shall be in accordance with Anaheim's Department Order 350.
