San Diego Community Power (SDCP) is requesting proposals for Disadvantaged Communities Green Tariff (DAC-GT) eligible renewable energy projects. The DAC-GT program was approved by the California Public Utilities Commission (CPUC) through D.18-06-027 to promote installation of renewable generation among residential customers in disadvantaged communities. SDCP is authorized to procure 20.16 MW for its DAC-GT program. Projects must be new solar photovoltaic (PV), Renewable Portfolio Standard (RPS)-eligible, in-front-of-the-meter generating facilities, with optional configurations that include paired battery energy storage systems (BESS). The PV portion must be sized between 500 kW and 15 MW AC. Projects must be physically located and connected electrically to a circuit, load, or substation within San Diego Gas & Electric's service territory and located no more than five miles from an eligible Disadvantaged Community (DAC). Eligible DACs are defined as census tracts that either: (1) score at or above the 75th percentile in the California Environmental Protection Agency's CalEnviroScreen 4.0, or (2) are one of the census tracts that score in the highest five percent of CalEnviroScreen's pollution burden but do not have an overall score. Projects must have a commercial operation date no later than December 31, 2028, with a 20-year contract term. Offers should include electric energy, Green Attributes/Renewable Energy Credits and Capacity Attributes, including Resource Adequacy (RA) if available for any proposed BESS resource. Projects must pay prevailing wages and comply with SDCP's Inclusive and Sustainable Workforce Policy.
