San Diego Community Power (SDCP) is requesting proposals for long-term standalone storage products with initial deliveries commencing prior to December 31, 2028. SDCP is a Community Choice Aggregation program (CCA) that commenced service in March 2021, with membership comprised of the cities of Chula Vista, Encinitas, Imperial Beach, La Mesa, National City and San Diego as well as the County of San Diego. The RFO seeks proposals for standalone storage products including: 1) Toll only (right to charge and discharge the facility 24/7 throughout delivery term); 2) Resource Adequacy attributes only; or 3) Toll and RA attributes. Projects must be minimum ten (10) megawatts AC with 4-hour duration (smaller projects considered if located within SDCP jurisdiction). The point of physical interconnection must be within the California Independent System Operator (CAISO) or connected to and delivering into CAISO via firm transmission rights. Preference given to projects within SP15 area and located directly within or in close proximity to SDCP's Member Agencies. Project term should be between 10-20 years, with initial delivery between January 1, 2024 and December 31, 2028. Pricing must be fixed $/KW-month without escalators.
