The National Association of State Energy Officials (NASEO) seeks a subcontractor to support engagement with K-12 school-focused organizations and stakeholders, including school board leaders, school business officials, school facility managers, and educational support agencies. This work is part of NASEO's collaboration with the U.S. Department of Energy (DOE) Building Technologies Office through the Technology to Market project and Commercial Buildings Integration program. The subcontractor will provide outreach, convening, facilitation, and technical assistance to state and local school districts to facilitate retrofits and practices that produce healthy and efficient schools.
The project runs from October 15, 2021 through April 30, 2022. Key activities include providing technical assistance and data collection to state energy offices; assisting in convening stakeholder organizations to share best practices and identify barriers; conducting outreach through meetings, workshops, and webinars; supporting the development of content for DOE's healthy-efficient schools website; and providing programmatic support, analysis, and evaluation. At least 40% of funding benefits must focus on disadvantaged communities, particularly Title 1 schools, in accordance with the Justice40 Initiative. The subcontractor must participate in regular monthly check-ins with NASEO and provide at least quarterly written updates on stakeholder-identified needs, barriers, and opportunities.
The subcontractor will work collaboratively with NASEO, DOE, Lawrence Berkeley National Laboratory (LBNL), and other DOE National Laboratories. Deliverables include gathering and disseminating information about school facilities, conducting data collection on school facility baseline operations and energy consumption, creating and disseminating case studies and best practices, hosting peer networking opportunities, and identifying methods to provide capacity for implementation of healthy and energy-efficient school upgrades in Title 1 and disadvantaged communities.
The expected budget is between $150,000 and $175,000 over one year. The subcontractor will invoice monthly for actual work completed, with NASEO reimbursing for actual milestones achieved and hours spent once NASEO receives payment from DOE. All DOE contract requirements will apply, including federal reporting requirements.
