NASEO seeks to hire a Senior Advisor (Consultant) to provide expert guidance on incorporating equity considerations into State and Territory Energy Office programs and policies. The role focuses on supporting the integration of equity and climate justice initiatives across energy programs, including energy codes, grid-interactive buildings, home energy labeling, and decarbonization at scale. The Senior Advisor will work collaboratively with state and local stakeholders to ensure equity considerations are adequately incorporated into NASEO deliverables, products, and events.
The engagement period runs from May 2022 through August 2022, with potential for extension pending available funds. The estimated time commitment is approximately 20 hours per month. The Senior Advisor will serve as a technical advisor to NASEO's Buildings Committee, providing strategic input on equity considerations regarding energy codes, grid-interactive efficient buildings, home energy labeling, and community decarbonization. Key responsibilities include assisting in the development of guidance for State Energy Offices on incorporating equity into building energy code development and identifying equity needs and gaps in NASEO's Buildings programming.
Additionally, the Senior Advisor will provide technical assistance to NASEO members on equity-related questions and participate in relevant NASEO events to share expert perspectives and answer member questions. The ideal candidate will have extensive experience supporting energy equity advancement at state and federal levels, knowledge of the Justice40 Initiative and other equity-focused programs, and demonstrated experience collaborating with state and local stakeholders.
Compensation will be based on an hourly rate submitted by the contractor, invoiced monthly for actual work completed. NASEO will reimburse the Senior Advisor for actual milestones achieved and hours worked, not to exceed the total approved task budget in the final contract. Monthly invoices and progress reports are due by the tenth of each month. The contract will be funded through a DOE cooperative agreement and will be governed by DOE terms and conditions.
