The National Association of State Energy Officials (NASEO) seeks an expert consultant to inform activities at the intersection of home energy labeling, energy efficiency financing, and federally-supported lending programs. The consultant will identify opportunities to integrate labeling options such as Home Energy Score with government and private-sector financing products, with a focus on leveraging Home Energy Score to secure funding or financing for energy efficiency improvements.
The consultant will develop a comprehensive memo detailing opportunities for Home Energy Score integration in financing products, prioritizing ways these results can be leveraged to secure financing or funding for energy efficiency improvements. The work requires collaboration with NASEO to analyze federal residential financing markets, including GSE (Government-Sponsored Enterprise) affordable housing issues and regulations. The consultant must demonstrate knowledge of the financial industry and how home energy labels can provide value to lenders and borrowers.
Regular check-ins with NASEO are required to provide progress updates and identify technical assistance needs, with a minimum of monthly meetings. The project period runs from January 1, 2022 through March 31, 2022. The contract is not to exceed $5,000 and is funded by DOE's Office of Energy Efficiency and Renewable Energy. The consultant will invoice monthly for actual work completed, with reimbursement contingent on NASEO receiving payment from DOE.
Proposals must be submitted by Friday, January 7, 2021 at 5:00 p.m. ET. NASEO may conduct 30-minute phone interviews to clarify application materials during the review process. Contract selection is anticipated by Tuesday, January 18, 2021. All proposals must include a cover sheet, three references, and address five specific evaluation criteria: execution of proposal (30 points), relevant topical experience (20 points), ability to execute proposal (20 points), responsiveness (10 points), and cost and budget (10 points). The proposal narrative should not exceed one page single-spaced, 11-point font (Arial or Calibri), with 1-inch margins.
