Silicon Valley Clean Energy (SVCE) seeks a qualified consultant to support regional decarbonization initiatives focused on building and transportation electrification over a three-year term with a possible two-year renewal. The engagement encompasses two primary functions: convening stakeholders through policy briefings and public events, and developing strategic multisectoral partnerships to prepare the region for large-scale electrification.
Under Task 1 - Decarbonization Policy Briefings and Events, the consultant will coordinate scheduling and logistics for policy briefings, distribute pre-prepared briefing materials, manage confirmations and day-of coordination, and track participation data. The consultant must design and execute a minimum of four stakeholder events annually, including public forums, technical workshops, roundtables, and community listening sessions. Responsibilities include venue selection, audio-visual arrangements, catering, accessibility accommodations, speaker recruitment, attendee registration management, and distribution of event summaries and follow-up communications.
Under Task 2 - Strategic Partnership Development for Regional Electrification Readiness, the consultant will support development of strategic partnerships by negotiating and facilitating Memoranda of Understanding (MOUs), conducting comprehensive landscape analyses to identify assets and gaps in the regional building electrification ecosystem, and mapping current partnerships and initiatives. The consultant will support Member Agencies in identifying and implementing permit modernization tools and programs, commission and manage development of a Regional Building Electrification Workforce Study assessing installer labor supply and skills gaps, coordinate stakeholder input through interviews and focus groups, and disseminate findings through launch events and working sessions. The consultant will identify and support engagement with community colleges, trade schools, labor unions, and apprenticeship programs to build pipelines for electrification trades.
Key dates include the RFP release on March 13, 2026, questions deadline of March 18, 2026 at 11:59 PM Pacific Time, question responses posted March 23, 2026, proposal submission deadline of March 25, 2026 at 11:59 PM Pacific Time, top proposer notification March 27, 2026, possible interviews March 30-31, 2026, anticipated awardee notification April 1, 2026, and anticipated contract finalization and work commencement April 13, 2026. Maximum compensation is $250,000 per year over the five-year period.
