Silicon Valley Clean Energy (SVCE) seeks qualified organizations to provide load forecasting tools and ongoing support for medium-term (1 month to 5 years) and long-term (5+ years) load forecasting models, with optional compliance filing services. The medium-term model should leverage customer-level load data, weather data, and other sources to produce monthly reviewed and annually updated forecasts supporting scenario analyses including weather, extreme weather, regulatory risk, Direct Access, macro drivers, behind-the-meter load modifiers (PV, storage, EV charging, electrification, energy efficiency, demand response), and retail customer profile changes. Outputs required at multiple granularities including total load, load by customer class, load by rate class, on/off-peak retail and wholesale, and coincident peak. The long-term model should be updated semi-annually and support similar scenario analyses with monthly on/off-peak granularity. Models must integrate with SVCE systems and data, support cloud-based data warehouses (Google BigQuery), include robust security and cybersecurity measures, and provide training and ongoing support. Optional Section 3 includes forecast compliance filings to CEC, CPUC, and PG&E (IEPR biennially, RA peak load annually, ERRA forecast annually). Bidders must indicate which sections they are responding to and may apply for multiple sections. SVCE reserves the right to award different sections to different bidders or not award any sections.
