Silicon Valley Clean Energy (SVCE) seeks a Technical Assistance (TA) consultant to support its Community Grants program, which provides capital funding to Community Organizations such as Schools, Community-Based Organizations, and Nonprofits for electrification and energy resilience projects. The selected consultant will partner with grant awardees to provide planning, development, and implementation support for building electrification projects (including replacement of gas appliances and inefficient equipment with efficient electric equipment such as heat pump space and water heating technology and induction cooktops) and building energy resilience projects (solar paired with battery storage installations). SVCE anticipates awarding 4 to 8 projects to be completed in 2030.
The consultant will work directly with grant awardees that opt-in for TA support throughout the full duration of the grant period. Key deliverables include conducting site assessments and feasibility analyses, providing technical design and planning services, advising on contractor bidding and external funding sources, supporting project implementation including bid evaluation and compliance reviews, and assisting with project completion and education components. The consultant will also participate in kickoff meetings with SVCE staff, conduct recurring meetings with awardees, provide progress reports at key project stages, and deliver a final comprehensive report summarizing installed technologies.
The scope of work is divided into four primary tasks: Task A (Administrative) covers kickoff meetings, recurring awardee meetings, progress reporting, and final project reporting; Task B (Technical Design and Planning) includes site assessments, feasibility analyses, and advisory services for design and construction planning; Task C (Project Implementation Support) provides bid support, implementation check-ins, and compliance assistance; and Task D (Project Completion and Education Support) offers assistance with final reporting, technical documentation, and post-installation staff training.
Total compensation shall not exceed $300,000. Grant awardees are eligible to stack the Community Grant with SVCE's Business Rebates program to maximize funding. Key dates include a pre-proposal teleconference on December 2, 2025 at 3 p.m. Pacific Time, a deadline for questions by December 5, 2025 at 5 p.m. Pacific Time, and a proposal submission deadline of January 6, 2026 at 5 p.m. Pacific Time. Potential interviews are scheduled for January 20-23, 2026, with an anticipated awardee notification date of January 30, 2026, and contract finalization anticipated in February 2026.
