LIPA seeks proposals from experienced consulting firms and individuals to provide as-needed Utility Consulting Services across multiple service areas including: (1) Power Supply Planning - analytical support for PSEG LI oversight regarding power supply planning, procurement of conventional/renewable resources, energy storage technologies, distributed generation proposals, and management of existing resources and contracts; (2) Transmission and Distribution Services - engineering, technical, and audit services for T&D system oversight including asset management, value analysis, system planning, DER and EV integration, design criteria, protection philosophy, risk assessment, investment strategy, asset/system condition monitoring, life cycle cost management, system losses reduction, optimal power flow, design standards, construction methods, maintenance programs, emergency planning, storm restoration, workforce development, and benchmarking to utility best practices; (3) Customer Service - consulting services for strategy, long-term planning, organizational assessment, process optimization, program design, rate change management, training design, performance evaluation, and benchmarking related to contact center operations, billing, collections, field collections, low-income programs, metering, meter reading, theft/diversion mitigation, new service, payment processing, customer satisfaction, and customer support; (4A) Energy Efficiency and Building Electrification - program management support, regulatory evaluation, technology evaluation, cost-effectiveness assessment, and industry best practices comparison for PSEG LI programs; (4B) Transportation Electrification - consulting for vehicle electrification and charging infrastructure programs including program management, regulatory evaluation, technology assessment, and cost-effectiveness; (4C) Distributed Energy Resources (DER) and Clean Generation - consulting for DER programs including renewable energy and energy storage solutions at residential, retail, and utility-scale with program management, regulatory evaluation, technology evaluation, cost-effectiveness assessment; (5) Information Technology and Services - Management Support Services and expert assistance for IT Operations and Oversight on fixed price or hourly labor rate task-order basis with six sub-scopes: 5A) IT Planning and Business Improvement Support (analysis, strategic/tactical planning, benchmarking, emerging technologies, performance measures, KPIs, dashboards, ITIL initiatives, IV&V, economic analysis, BPR, management reports); 5B) Program Acquisition and Management Support (concept development, benefits identification, acquisition planning, requirements development, RFP preparation, independent cost estimation, source evaluation, project management); 5C) Functional/Technical Subject Matter Expertise (accounting/financial systems, regulatory compliance, utility operations T&D, fleet management, asset/work management, warehouse, field services, benchmarking, organizational performance/metrics, customer services, CRM, capital planning, emergency communication/outage management, security, enterprise risk management, billing operations, data protection, analytics, customer contact center, NERC CIP, modeling); 5D) Technology and Application Infrastructure Support (network infrastructure, cloud infrastructure, storage infrastructure, backup, data warehouse, helpdesk, telecommunications infrastructure, cybersecurity, Active Directory, database infrastructure, enterprise content management, intranet/internet, ERP, time management); 5E-5F) Others including various IT specialist roles; (6) Financial Support Services - consulting for financial functions including support for bank/bondholder and regulatory agency reports, projections, models, project evaluations, budget development, financial projections, accounting research, PSEG LI oversight; (6A) Rates - consulting for PSEG LI Rates Department oversight including work management, regulatory evaluation, technology evaluation, cost-effectiveness assessment; (6B) Budgeting - consulting for LIPA's annual budget development and PSEG LI budget oversight including process review, future state development, technology evaluation, staffing assessment, project cost/cash flow review, physical scheduling, financial reporting; (7) Wholesale Market Policy - technical assistance, quantitative analysis, and advice regarding LIPA's participation in NY ISO, ISO-NE, and PJM wholesale electricity markets, interactions with NYPSC, FERC, NERC and reliability councils, including utility regulation, market structure evaluation, transmission expansion analysis, emissions and climate mitigation, reliability rules analysis, and representation in market stakeholder processes and expert witness testimony; (8) Government Affairs and Strategic Planning - consulting on support, tracking, review, technical advice, and development of strategic advocacy, communication and education materials for government and stakeholders on legislative, regulatory, and legal policies at federal, state, county and local levels; (9) Grants - consulting for grant opportunity identification supporting LIPA's long-term vision (Distributed Energy Resources, Transportation Electrification, Building/Home Electrification, Resiliency, Storm Hardening), development of concept papers, program management for full applications, technical review and drafting of submission materials. LIPA may select one or more firms for each scope of services. Selection does not guarantee any work over the contract term.
