The Massachusetts Clean Energy Center (MassCEC) is seeking a qualified Monitoring and Analysis Consultant to assess the impacts of Green School Works Implementation grants awarded to 18 K-12 public schools. In June 2025, a total of $52.5 million was awarded for capital projects with energy efficiency, decarbonization, and/or carbon emissions benefits.
The Consultant will be responsible for evaluating the effectiveness of implemented projects by measuring energy efficiency gains, reductions in fossil fuel use, resiliency improvements, emissions savings, cost savings, and improvements to indoor air quality and learning environment quality. The analysis will inform MassCEC and stakeholders about which decarbonization measures could be best scaled throughout Massachusetts, as well as identify barriers to scaling and develop strategies to overcome those obstacles.
The scope of work involves developing a comprehensive monitoring methodology, collecting and analyzing data from the 18 school projects, preparing technical case studies, and providing recommendations for accelerating school decarbonization statewide. Each awardee project has a unique timeline, with some reaching completion in Summer 2026 while others are expected to be completed within three years of their 2025 contracting date. The Consultant should be prepared to begin work immediately upon award and contracting. Applicants must demonstrate strong communications capabilities and may partner with other organizations to provide complementary expertise. MassCEC will provide input on branding and marketing but expects deliverables to be in final form as specified in the Scope of Work.
