San Diego Community Power (Community Power) is seeking qualified firms to provide Enterprise Resource Planning (ERP) implementation and as-needed professional services. The services aim to: 1) Implement a modern, scalable ERP Financial Planning system supporting operating, capital, and project/program budget development and grant management; 2) Improve financial transparency, reporting accuracy, and decision-making through integrated dashboards, forecasting tools, and variance analysis; 3) Reduce manual processes and increase efficiency through workflow automation and role-based access controls; 4) Establish foundational data integrations with existing systems to support real-time budget visibility; 5) Ensure compliance with public sector audit and reporting requirements through robust audit trails and change tracking; 6) Provide training and knowledge transfer to enable Community Power staff to independently manage and maintain the system post-implementation; 7) Lay the groundwork for future ERP phases, including core financials, procurement, and Human Resources modules. The primary objective is to establish a robust budgeting system supporting development and management of operating budget, capital budget, and project/program-specific budgets, along with foundational cash flow reporting. The scope of work includes planning and discovery, configuration and development, testing and quality assurance, deployment and training, and product management and ongoing support. Key requirements include configuring a budgeting system for operating, capital, and project/program budgeting, implementing a cash flow reporting module, conducting comprehensive testing, providing administrator and end-user training, and delivering system documentation. The total program budget ranges from $250,000 to $1,000,000. The contract term will be from November 2025 through November 2028. Out-of-scope items include full-scale General Ledger implementation, Accounts Payable, Accounts Receivable, Payroll Processing, or other core financial modules, Utility Billing or Human Resources modules, extensive historical data conversion, complex integration with all third-party systems, advanced contract management, and asset/inventory management.
