San Diego Community Power (SDCP) and Clean Energy Alliance (CEA) are seeking qualified firms to provide regulatory legal counsel services. The scope includes providing specialized legal counsel and representation on energy regulatory matters, focusing on proceedings at the California Public Utilities Commission (CPUC), California Energy Commission (CEC), and other regulatory agencies that may have direct control or influence over CCAs. Specific tasks include: monitoring and reporting on proceedings that impact CCA operations and financial standing; reviewing and analyzing rules for compliance; monitoring regulatory actions; providing recommendations on regulatory activity; active engagement in proceedings and testimony; supporting regulatory compliance implementation; monitoring legal regulatory operational issues between CCAs and San Diego Gas & Electric; coordination with CCA General Counsel and other legal providers; reviewing energy transactions for regulatory compliance; and providing legislative support as needed. The CCAs will contract separately with selected firm(s), seeking both efficiencies when joint effort is applicable and autonomy when needed on regulatory items. The initial term will be three years with an option to extend for two additional one-year terms.
