San Diego Community Power (Community Power) is seeking proposals from qualified firms to implement public sector programs for the San Diego Regional Energy Network (SDREN). The programs to be implemented are the Climate Resilience Leadership Program and Tribal Engagement Program. The Climate Resilience Leadership Program is designed to provide customized support to build capacity in the region's public agencies through education, training, and technical services that instill energy efficiency (EE) as a best practice. It offers technical assistance, incentives via direct installation, outreach and education, and financing support to address barriers public agencies face when pursuing EE projects. The Tribal Engagement Program will create a pathway for Tribal communities and organizations in the San Diego region to develop, propose and implement eligible energy initiatives that address their unique needs and goals. The program emphasizes customized and culturally competent solutions that leverage existing resources, foster regional collaboration, and deliver comprehensive solutions that increase Tribe's climate resiliency and energy efficiency. The expected not-to-exceed direct implementation budget by program for 2025-2027 is as follows: Climate Resilience Leadership Program - Direct Implementation: $9,740,641, Incentives: $7,442,846; Tribal Engagement Program - Direct Implementation: $1,389,551. Community Power expects the work for this RFP to commence on or around August 4, 2025. Community Power expects the initial contract term for this work to be three (3) years with the right to contract for up to two additional one-year extensions for these services.
