Silicon Valley Clean Energy (SVCE) is seeking to work with its member agencies to develop a cohesive Streamlining Community-Wide Electrification program that aims to identify key opportunities and barriers with the permitting processes related to electrification technology. The program will analyze current permitting and inspection processes related to all-electric technology and appliances in SVCE's 13 member agencies, including permitting processes for electric and gas appliances and electric vehicle supply equipment (EVSE) at the residential and commercial level. The program will examine all-electric appliances including electric heat pump water heaters, solar+battery storage, electrical panel upgrades, solar retrofits, whole-home battery storage, electric HVAC, induction cooktops, electric dryers, and other emerging technologies; natural gas fueled appliances including space gas heating, natural gas water heating, natural gas stovetops, and diesel generators; and electric vehicle charging infrastructure at Level 1, 2, and 3 across residential and non-residential applications. The program will produce two main deliverables: (1) a Baseline Assessment benchmarking member agencies' current permitting processes related to all-electric technology with comparisons to gas appliance counterparts, including flowcharts, cost analysis, timelines, and identified barriers; and (2) a Best Practices Guide (7-15 pages) that compiles case studies of jurisdictions with model streamlining permitting processes, provides recommendations for remote permitting and inspections, and includes tiered options and rankings based on priorities. The program will include interviews with 3-5 contractors and city building staff per member agency, stakeholder engagement, and one public webinar. The assessment will evaluate each of the 13 member agencies (Campbell, Cupertino, Gilroy, Los Altos, Los Altos Hills, Los Gatos, Milpitas, Monte Sereno, Morgan Hill, Mountain View, Saratoga, Sunnyvale, and Unincorporated Santa Clara County) and provide recommendations to overcome permit barriers to electrification that can be used as a transferable tool beyond SVCE's service territory.
