Cape Light Compact JPE is seeking to compile a list of pre-qualified entities, organizations and individuals to provide energy related technical consulting and expert witness services. The services requested fall into three primary focus areas: (1) RFP Development and Analysis - Preparation and drafting of technical requirements for RFPs for all-requirements power supply, including analysis of wholesale market pricing, pricing strategies, supplier/retail fees, renewable content options, review and evaluation of RFP responses; (2) Participation in DPU Proceedings - Technical assistance for participation in various Massachusetts Department of Public Utilities proceedings, including utility rate and tariff design, utility cost recovery, utility mergers, green energy programs, long-term renewable contracts, electric grid modernization, and distributed generation; and (3) Renewable Energy/REC Purchase Technical Analysis - Technical assistance in analysis of renewable energy purchase opportunities, including power purchase agreements and renewable energy certificate purchase agreements. Individual projects are anticipated to total less than $50,000. Qualified Consultants will be engaged on an as-needed basis through contracts with the Compact. The RFQ is ongoing and accepting submissions through December 31, 2023.
