Silicon Valley Clean Energy (SVCE) is seeking proposals from qualified firms to provide comprehensive investment management services for SVCE's portfolio. The investment portfolio is currently managed internally by the Director of Administrative Services/Chief Financial Officer, with funds held at River City Bank. As of July 31, 2021, cash on hand was approximately $155 million. The portfolio size fluctuates throughout the year depending on energy purchases and sales. SVCE is considering the value of using an outside portfolio advisor/manager compared to investing in California's Local Agency Investment Fund (LAIF) and Insured Cash Sweep (ICS) accounts. The selected investment adviser will be responsible for: reviewing and assisting in updating SVCE's Investment Policy; managing the portfolio as a fiduciary in accordance with state law and adopted policy; developing and implementing investment strategies; ensuring portfolio compliance with applicable laws; providing detailed monthly, quarterly, and annual investment reports including portfolio holdings, performance analysis, and market conditions; performing broker/dealer due diligence; monitoring market conditions and recommending policy changes; attending Finance and Administration Committee and Board meetings as required; and serving as a general resource to SVCE staff on fixed-income investments. The investment advisor must be a registered SEC Investment Advisor, familiar with California investment statutes, independent of financial institutions, have minimum 10 years municipal portfolio management experience, have no unsatisfactory performance record, and agree to insurance requirements and sample agreement terms. Monthly reports must include detailed holdings with purchase price, accrued interest, amortized cost, market and book values, maturity dates, security ratings, principal and interest payments, effective earnings rates, yields to maturity, days to maturity, and portfolio summary statistics in compliance with California Government Code and GASB standards.
