Matanuska Electric Association, Inc. (MEA) is soliciting bids for electrical equipment enclosures including 15 kV switchgear, control enclosures, relay panels, and related field engineering services for three substation upgrade projects. The scope includes delivery and off-loading of equipment to three specified locations in Wasilla, Alaska with staggered delivery dates.
Key Deliverables and Scope: Equipment must be supplied as F.O.B. to three separate locations with the following delivery schedules: Meadow Lakes substation (W.O. 128594) by July 23, 2027; McRae substation (W.O. 132494) by July 23, 2027; and Fishhook substation (W.O. 128597) between February 1, 2028 and May 1, 2028. Liquidated damages for delinquent delivery are set at $5,000 per week up to 15% of the contract value. MEA reserves the right to require a Performance Bond to guarantee the delivery schedule.
Submission Requirements and Timeline: A Notice of Intent to Bid must be submitted to FormalQuestions@mea.coop by 12:00 PM Alaska Daylight Time (AKDT) on Tuesday, April 21, 2026. Final bids are due no later than 4:00 PM AKDT on Tuesday, May 5, 2026, submitted through MEA's ShareFile site. Facsimile transmission of bids is not acceptable. Bids must remain valid for 45 days from the bid due date. Technical questions must be submitted by 4:00 PM AKDT on Friday, April 10, 2026 to FormalQuestions@mea.coop, with responses provided through addendum by 5:00 PM AKDT on Friday, April 17, 2026.
Evaluation and Requirements: Bidders must complete the Bid Form and Evaluation and the Bidder's Qualification Form for evaluation. All bidders must execute a confidentiality agreement prior to receiving the RFB materials. Bidders must specify in writing any exceptions taken to terms and conditions of the Equipment Contract, with exceptions taken at a later date potentially resulting in bid rejection. Equipment costs will be evaluated based on information provided in the required forms. MEA reserves the right to define and waive irregularities, accept or reject any or all bids in whole or part, and to reissue, withdraw, or cancel the project in its entirety for any reason.
