Greenville Utilities Commission seeks sealed bids for the furnishing of Boviet Substation Site Work located at 35°39'28.9"N 77°20'59.8"W in Greenville, North Carolina. The scope of work includes site construction, soils and materials testing, and subsidiary obligations for an electrical substation project approximately 112,500 square feet in size with a 115,000 square feet storage area and drive lanes.
Key dates and deadlines include: Pre-Bid Meeting on Wednesday, February 25, 2026 from 10:00 AM to 12:00 PM (EST) at the Boviet Substation Site; question submission deadline of 5:00 PM (EST) on March 3, 2026; and bid submission deadline of 2:00 PM (EDT) on March 10, 2026. Bidders must submit two (2) copies of the proposal on the enclosed bid forms. A deposit is required, either as certified check, cash, or bid bond (5% of bid amount). Delivery shall be Free on Board (FOB) to the Boviet Substation site, with delivery hours between 8:00 AM and 4:30 PM Monday through Friday only. The successful bidder must achieve Substantial Completion within a specified number of calendar days from the Notice to Proceed, with liquidated damages assessed at $4,000.00 per calendar day for failure to meet the Construction Schedule.
The project requires compliance with Greenville Utilities Commission's Affirmative Action and Minority and Women Business Enterprise (M/WBE) Program with aspiration goals of 7% MBE and 4% WBE participation for construction projects. All M/WBE subcontractors and suppliers must be certified by the North Carolina Office of Historically Underutilized Businesses (NC HUB). Bidders must provide good faith efforts documentation and may be required to submit affidavits demonstrating compliance with M/WBE requirements. The contract period is to be determined (TBD).
