Greenville Utilities Commission is soliciting sealed bids for the furnishing of 15.5 kV vacuum circuit breakers for the Boviet Substation. The scope includes seven (7) 1200 ampere breakers and two (2) 2000 ampere breakers, each equipped with Schweitzer Model SEL-351S multifunction protective relays with Ethernet connectivity.
Key Technical Requirements: All breakers must be outdoor, dead tank units rated at 15.5 kV with a K factor of 1.0 and 60 Hz frequency. The 1200A breakers require continuous amperage of 1200 A with interrupting capacity of at least 20,000 A symmetric and 24,000 A asymmetric, with close and latch capability of at least 32,000 A. The 2000A breakers have the same interrupting specifications with 2000 A continuous rating. Both must have a basic insulation level (BIL) of 110 kV, interrupting time of 3 cycles or less, vacuum interrupting medium, magnetic actuated mechanism, and 48 V DC control voltage. Equipment must be manufactured in the United States or Mexico per RUS requirements and include six porcelain bushings with current transformers rated 1200:5 MR BCT for 1200A units and 2000:5 MR BCT for 2000A units.
Deliverables and Documentation: Bidders must provide complete assemblies with all accessories including auxiliary position switches, bushing terminals, grounding pads, lifting eyes, manual trip/close tools, operation counters, thermostatic heaters, and test switches. Instruction books, certified test reports, renewal parts catalogs, and as-built AutoCAD 2018 format drawings (ProgeCAD 2020 compatible) must be supplied. Preliminary drawings requiring approval include outline, nameplate, CT nameplate, bushing outline, AC and DC control elementary, control wiring interconnects, and CT secondary excitation curves.
Key Dates and Deadlines: Questions regarding the bid must be submitted via email to Cleve Haddock (haddocgc@guc.com) by 12:00 PM EDT on March 10, 2026. Sealed bids must be received at the Greenville Utilities Commission Procurement Manager's office at 401 S. Greene Street, Greenville, North Carolina 27834 by 2:00 PM EDT on March 17, 2026. Bids will be opened immediately thereafter. Drawings must be submitted to Nick Peaden (PeadenNL@GUC.com) in AutoCAD format for approval before manufacturing begins, with Greenville Utilities allowed two weeks for approval.
Warranty and Testing: Manufacturers must provide a one-year warranty from energization date, not to exceed 18 months from delivery, covering all materials and parts. All equipment must undergo factory testing including dielectric tests on control wiring, ratio checks with correction curves for current transformers, and power factor tests on bushings. Equipment must meet standards from ASTM, ANSI, AEIC, NEMA, NESC, IEEE, and OSHA. Approved breaker manufacturers include Siemens SDV7-MA or ABB R-MAG or approved equal.
