Greenville Utilities Commission is soliciting sealed bids for the furnishing of concrete poles. The procurement requires 50 units of 35-foot concrete poles, Class B/C specification with a tip of 5.5 inches, ultimate ground line moment of 24,750 foot-pounds, and cracking moment of 12,485 foot-pounds. Poles must meet specific class load requirements (Class B 21 load, Class C 15 load) and must be spaced with wood and steel banded in groups of three for unloading. Acceptable manufacturers include Skycast (model SC-350-BRO-CON-DCG-P-13), Stresscrete (models E-350-C-PR-G-MOO, E-350-B-PR-G-MOO, and E350-BPR-GE11-A with black finish).
Bids must be submitted in sealed envelopes clearly marked with the bid name and opening date/time, addressed to the Procurement Manager at 401 S. Greene Street, Greenville, North Carolina 27834. Two copies of the proposal must be received no later than 2:30 PM EST on November 20, 2025. Fax and email submissions are not acceptable, and late bids will not be considered. Bidders are invited to be present at the bid opening, which will occur immediately after the deadline in the Office of the Procurement Manager at Greenville Utilities Commission's Main Office.
Bidders must provide unit prices and delivery weeks on the official Proposal Form and clearly state any exceptions to specifications. If no exceptions are noted, full compliance with all specifications is assumed. Greenville Utilities Commission reserves the right to reject any or all bids and to award this bid as individual items or as a total bid. The award will be made to the lowest responsible bidder whose evaluation indicates the award will be in GUC's best interests, considering price, quality, performance, delivery capability, and compliance with specifications. All deliveries must be made FOB to GUC Warehouse at 701 Utility Way, Greenville, North Carolina 27834, during hours of 8:00 AM to 4:30 PM Monday through Friday only.
Bidders must comply with E-Verify requirements and provide certification of compliance. All proposals must include compliance with affirmative action and minority/women business enterprise (M/WBE) participation programs. Questions regarding the bid must be received by 12:00 PM EST on November 13, 2025. Bid deposits are not required. Greenville Utilities Commission is exempt from Federal Excise Tax and will provide exemption certificates; however, North Carolina sales tax and Pitt County sales tax must be added as separate line items on invoices.
