Greenville Utilities Commission (GUC) is soliciting sealed bids for the construction of a MacGregor Downs Regulator Station. The project encompasses the complete installation of a natural gas regulator station facility including pipe support foundations, hot tapping of existing 6-inch steel high-pressure distribution lines, installation of 4-inch underground high-pressure service lines, cathodic protection (CP) and alternating current (AC) mitigation installation, regulator station fabrication of equipment and piping, pressure testing and line cleaning, coating of bare pipe and fittings, commissioning and gas-up of site facilities, and final site grading and cleanup.
Key dates include a mandatory pre-bid conference on October 15, 2025 at 10:00 AM in the Engineering & Operations Conference Room, 3355 NC 43 North. Questions regarding the Request for Bid must be received by 5:00 PM EDT on October 21, 2025, directed to Cleve Haddock, Lifetime CLGPO, Procurement Manager at haddocgc@guc.com or (252) 551-1533. Sealed bids must be received by 2:00 PM EST on November 4, 2025, at the Office of the Procurement Manager, Greenville Utilities Commission, 401 S. Greene Street, Greenville, North Carolina 27834. Work shall commence no later than November 4, 2025, with completion required by March 6, 2026 (60 consecutive calendar days).
The contractor must possess a current North Carolina General Contractor's License and demonstrate five years of recent experience with similar natural gas or pipeline projects constructed under Title 49 CFR Part 192 requirements. All work must comply with federal safety standards, GUC's Operation and Maintenance Plan, and applicable North Carolina regulations. The contractor shall provide a resident superintendent with minimum three years experience in natural gas distribution facilities installation, maintain operator qualifications for all personnel performing covered tasks, and participate in a federally compliant drug testing program.
