Greenville Utilities Commission is soliciting quotations for the furnishing of materials, labor, and permitting to install natural gas piping systems for five (5) peak shaving generator units. The work shall connect from GUC's ANSI 150 4-inch flanged ball valve stubbed up beside each unit to the engine itself, sourced from a 60 PSI natural gas line. The scope includes design, manufacture, delivery, installation, testing, and commissioning of complete gas systems.
The work shall be performed in the existing footprint of an operational system at the property adjacent to 3280 MacGregor Downs Road, Greenville, North Carolina 27834. All materials must be new and all installation work must conform to the North Carolina Building Code, National Fuel Gas Code NFPA 54/ANSI Z223.1, and National Fire Protection Association Codes. The contractor is responsible for furnishing all materials, supervision, labor, tools, equipment, and supplies necessary for complete installation, as well as obtaining and paying for all required permits, licenses, certificates, and inspections.
Key dates include a mandatory question submission deadline of 5:00 PM EDT on April 9, 2026, and a bid submission deadline of 2:00 PM EDT on April 16, 2026. Performance requirements include a 2-hour full load test for each generator set performed sequentially, pressure testing at 100 psig for a minimum of 4 hours, and all welds must comply with API 1104 standards and be certified by qualified welders.
The bid schedule includes two line items: furnishing materials, labor, and permitting for gas regulator set installation for five (5) units, and start-up and commissioning for load testing each generator. The contract will be awarded as a total bid to the lowest responsible, responsive bidder. Insurance requirements include Workers' Compensation, Comprehensive General Liability of at least $1,000,000 per occurrence, and Automobile Liability of at least $250,000 per person and $500,000 per occurrence.
