Greenville Utilities Commission seeks sealed bids for the furnishing, construction, and installation of a precast concrete relay control house measuring 30 feet by 14 feet by 10 feet (length by width by height) at the Boviet Substation in Greenville, North Carolina. The scope includes all labor, materials, equipment, and supplies necessary for complete installation of the precast concrete structure, primary and secondary structural framing members, connecting bolts, windows, doors, flashing, closures, sealer, insulation, supporting structural steel, concrete floor pad, and miscellaneous items as specified. The building will serve as a substation relay control house.
Key technical requirements include structural design for 200 kips maximum column loads and 5 kips per linear foot wall loads, with a design soil bearing pressure of 2000 PSF. The structure must comply with the National Electric Code and North Carolina Building Code, with design loads including 200 psf uniform floor live load, 125 psf during lifting and transport, 2,000 pounds concentrated floor load, 100 psf uniform roof live load, and 155 mph wind loads. The structure must achieve 2-hour fire resistance per ASTM E119 and Level 4 high rifle bullet resistance per UL 752. Electrical systems must include 40W fluorescent interior lighting with 50 footcandles minimum illumination, emergency lighting, hydrogen monitoring systems with warning and alarm settings, and fire/smoke alarm systems. Mechanical systems require a commercial-grade through-wall heat pump unit with SEER rating of 10.0 or greater, capable of maintaining interior temperatures between 60°F and 80°F across ambient conditions from -10°F to 110°F.
Deliverables include shop drawings with preliminary and foundation details, one CD-ROM with AutoCAD 2018-compatible drawing files, two complete sets of erection drawings prior to fabrication, final engineering calculations and bill of materials, one operations and maintenance manual, and a one-year warranty statement. Delivery must occur via crane offloading on the customer's foundation pad at the Boviet Substation location between 8:00 AM and 4:30 PM Monday through Friday only.
