Greenville Utilities Commission (GUC) is soliciting sealed bids from qualified Non-Destructive Testing Companies to provide radiographic (X-ray) testing services for the Macgregor Downs Regulator Station construction project in Pitt County, North Carolina. The project is expected to begin in January 2026 with an estimated construction duration of 60 calendar days.
The scope of work includes 100% radiographic (X-ray) testing of butt-welds on piping systems constructed from 2" NPS x 0.154" WT, 4" NPS x 0.237" WT, 6" NPS x 0.280" WT, and 8" NPS x 0.322 WT API 5L X52 pipe with Y52 butt weld fittings. Approximately 82 butt weld joints are estimated to require X-raying, consisting of 8 joints in 2-inch pipe, 43 joints in 4-inch pipe, 21 joints in 6-inch pipe, and 10 joints in 8-inch pipe. The piping footprint extends approximately 100 feet above and below ground.
All testing shall be conducted in accordance with ANSI B31.8 (Gas Transmission and Distribution Piping Systems, 2018) and API 1104 (Welding of Pipelines and Related Facilities) standards. The lump sum bid shall include all costs for X-ray testing services, film development, results interpretation, mobilization, demobilization, labor, materials, direct expenses, and profit.
Bidders must demonstrate 5 years of practical experience and successful history in radiographic (X-ray) testing, provide references upon request, possess applicable State of North Carolina licenses, and provide a Certificate of Insurance. Questions must be submitted by October 21, 2025 end of business day. Sealed bids must be received by 2:00 PM (EST) on November 6, 2025.
