Greenville Utilities Commission seeks a contractor to provide tree trimming and vegetation management services for Region 3, which encompasses approximately 89.3 miles of overhead primary distribution lines and 17.1 miles of transmission lines. The successful contractor must supply all labor, tools, and equipment necessary to independently perform line clearing along GUC's electric facilities within the designated region, with secondary lines excluded from this scope.
The contractor shall perform all work in accordance with good forestry standards and the GUC Tree Trimming Guidelines (Appendix B). All trees and debris generated from trimming activities must be chipped and removed from the site and transported to GUC's designated chip dump area. At minimum, trees shall be trimmed back to existing cuts of prior line-clearing activities. The contractor must clear and remove all brush within guy pockets and within a 6-foot diameter of each pole. Work shall be conducted within GUC's normal working hours of 7:00 a.m. to 5:30 p.m., Monday through Friday, excluding holidays as shown on the attached holiday schedule.
Key project dates include a start date of August 1, 2025, with all tree trimming work to be completed by February 1, 2026. Questions regarding this request for bid must be received by June 5, 2025. The contractor is responsible for all damages to GUC or customer-owned facilities caused by its employees and must respond to customer complaints within 24 hours. GUC will provide advance notification to customers affected by tree trimming activities, and all trimming requests must be approved by the GUC Representative prior to removal.
Submission requirements include a vendor profile questionnaire addressing firm history, crew qualifications and experience, office locations, similar work completed, equipment description, and at least three professional references. A 5% bid bond or certified check deposit is required. The contractor must comply with E-Verify requirements, maintain appropriate insurance coverage including workers' compensation ($1,000,000 minimum), commercial general liability ($1,000,000 per occurrence), automobile liability ($1,000,000 combined single limit), and cyber liability ($3,000,000 per occurrence). A Certificate of Liability Insurance must be provided within 10 days of award.
