Greenville Utilities Commission (GUC) is soliciting competitive proposals from qualified vendors to provide professional services for ESRI Utility Network design and implementation. The project scope includes comprehensive analysis, design, migration planning, and risk mitigation for transitioning from ESRI ArcGIS Enterprise Geometric Network to Utility Network for electric and gas utility domains. The implementation is scheduled to begin in summer 2025 and conclude by end of year.
The selected vendor will be responsible for evaluating GUC's current system structure, recommending appropriate data models, developing detailed work plans, identifying corrective actions, and positioning the organization for successful migration. GUC operates as the second largest municipal electric utility in North Carolina (1,284 miles overhead, 2,166 miles underground, 24 substations, 18,095 transformers) and the largest municipal gas utility in North Carolina (684 miles main, 503 miles service, 85 miles transmission main).
Key project deliverables include GIS design with data readiness assessment and migration planning; system integration evaluation for CIS, SCADA, OMS, and planning/design systems; data quality assurance processes; system architecture recommendations addressing high availability, failover capabilities, and security; and knowledge transfer documentation. The vendor must design solutions that meet or exceed current high-availability service offerings and address the transition from Geometric Network while potentially maintaining concurrent deployments during the migration period.
Vendors must demonstrate a minimum of three successful ESRI Utility Network deployments with experience in electric and/or natural gas utilities, including model selection, data migration, and integration evaluation. Experience managing transitions from Geometric Network and proven expertise in integration evaluation and edge system compatibility is required. All expenses including travel, documentation reproduction, and presentation materials must be included within the contract price.
