Request for Proposal seeking a qualified vendor to provide comprehensive outdoor area lighting operations and maintenance services for 24 municipalities and fire districts on Cape Cod and Martha's Vineyard for a 3-year contract period (2025-2028). Services include: repair, replacement, and maintenance of failed lighting components; installation of requested lighting including controls and dimming capabilities; 24/7 call center for outage reporting with clear approval process before incurring costs; monthly billing and reporting for outages and repairs; night-time inspections of street and area lights; hourly rates for non-routine preventative maintenance; coordination with Eversource for billing and installations; emergency response within 2 hours; computerized database tracking system for reporting and invoicing; procurement of all equipment and materials; response to complaints within 24 hours; toll-free/local hotline maintenance; compliance with state and local regulations. Outdoor area lighting includes streetlights, traffic signals (including school zone signals), parking lights, and building lights. Vendor will be responsible for overall management and must have applicable licenses and insurance. Contract covers approximately 19,000+ streetlights across participating municipalities (LED and HPS fixtures). Vendor must work with Compact for applicable rebates and coordinate approvals with each municipality before proceeding with services.
