Energy Trust of Oregon is seeking qualified vendors to plan, design, and execute the migration of its existing on-premises Microsoft Dynamics Customer Engagement 9.1 to Microsoft Dynamics 365 cloud platform. The organization currently supports 451 users across five environments (production, staging, test, and development) with a production database of 1,027,478 MB. The migration must preserve mission-critical customer relationship management processes supporting Energy Trust's work in distributing clean energy and energy efficiency incentive funds to customers in Oregon and Southwest Washington.
The selected vendor will provide comprehensive end-to-end migration services including discovery and assessment of the current environment, detailed migration strategy and solution design, configuration and modernization of customizations, secure and accurate data migration, integration redesign or replacement, comprehensive testing and quality assurance, training and change management support, and post-implementation support. The current system includes 30-33 custom tables, 64 web resources, 75 workflows, 13 dialogs, 44 business rules, 2 custom plugins, 3 SSRS reports, and 2 Power BI reports. The environment integrates with 18 external systems and applications including Exchange Online, SharePoint Online, MS Great Plains Financials, PowerClerk, Power BI, SmartConnect, and multiple on-premises SQL databases.
Key deliverables include an assessment report identifying risks and constraints, a formal solution design document, data migration plan ensuring integrity and minimal downtime, comprehensive testing strategy documentation, administrator and end-user training materials, and knowledge transfer to internal IT teams. The vendor must demonstrate proven experience migrating on-premises Microsoft CRM to Dynamics 365 cloud, maintain Microsoft partner status with relevant certifications, and provide references from comparable projects.
Critical dates include the RFP release on 3/30/2026, the deadline for respondent questions on 4/15/2026, proposals due by 5:00 p.m. PDT on 4/29/2026, potential interviews and reference checks scheduled for 5/18-5/29/2026, and Energy Trust's selection team expected to enter into contracting by 6/8/2026. Responses must be valid through at least 8/31/2026, and the contract term cannot exceed two years. Proposals are limited to a maximum of 15 pages (excluding required Representations and Signature page and cover letter) and must be submitted via email.
