Request for Qualifications for survey administration services to conduct Fast Feedback surveys of residential and non-residential participants in Energy Trust programs for 2026 and 2027. The vendor will be responsible for: (1) Project initiation and work planning; (2) Review and programming of residential and non-residential survey instruments in English and Spanish; (3) Translation of survey instruments into Spanish; (4) Comprehensive survey testing including pre-testing with 30-40 respondents; (5) Monthly sampling and creation of recruitment lists from participant data; (6) Conduct monthly residential web surveys with email recruitment and phone follow-up, offering $15 incentive per completion; (7) Conduct monthly non-residential web surveys with email recruitment and phone follow-up option, no incentive; (8) Provide Spanish language support for both surveys; (9) Data analysis and reporting including quarterly results, mid-year and annual reports; (10) Track and report on customer follow-up requests, do-not-contact requests, and issues; (11) Deliver survey incentives to respondents; (12) Submit monthly invoices and status reports. The surveys aim to achieve 90/10 precision (10% relative precision at 90% confidence) for program-level satisfaction and influence results on quarterly basis and quota group level annually. Residential survey targets approximately 239 completions per quarter. Non-residential survey targets approximately 940 annual completions. Survey instruments are customized for different programs, markets, delivery methods, and measures. Both surveys include questions on satisfaction, Energy Trust influence on decision-making, demographics/firmographics, contractor feedback, and open-ended feedback. Contract period is January 2026 through July 2028.
