Greenville Utilities Commission (GUC) is soliciting Statements of Qualifications from engineering firms to provide comprehensive engineering services for gas distribution system improvements funded through a USDOT Pipeline and Hazardous Materials Safety Administration (PHMSA) Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) Grant Program. The project involves removal of 3.23 miles of steel mains and vintage plastic pipes joined with Dresser couplings, along with associated steel and PVC services that have been identified as threats and risks to the system through GUC's Distribution Integrity Management Program (DIMP).
The scope of work includes preparation of construction plans with base mapping using GIS data, field surveys, and/or aerial photogrammetry; field augmentation to verify mapping accuracy and locate underground utilities; comprehensive construction drawings and specifications compliant with North Carolina contract bidding requirements; preparation and submission of permit applications to agencies including NCDOT, USCOE, and NCDEQ; and construction administration including qualified personnel for contract administration, construction inspection, data collection, conflict resolution, and grant administration. The engineer must coordinate with GUC on routing within NCDOT rights-of-way and easements, provide surveyed plats stamped by a Professional Land Surveyor licensed in North Carolina, and prepare detailed utility profile information for critical areas such as road or railroad bores and congested areas.
Key dates include: Issue Date September 16, 2025; Questions Received By September 25, 2025 at 5:00 PM EST; Question Response Date October 2, 2025; Responses Due October 14, 2025 at 11:00 AM EST; Proposal Screening Completion October 24, 2025; Contract Negotiations Conclusion and Execution November 13, 2025. The selected firm must be duly licensed to practice engineering in North Carolina and demonstrate experience with natural gas main design and construction as well as Federal grant program administration.
