Greenville Utilities Commission (GUC) is seeking to hire multiple Architect/Engineering firms to provide on-call engineering services for various projects at their facilities. GUC operates across 62 acres of developed property comprising office space, warehouse space, an automotive repair shop, and various shop spaces. The scope of work includes but is not limited to: various studies, space evaluations, traffic studies, landscaping plans, HVAC studies, facility renovations, and evaluations to determine replacement versus refurbishment options.
Services required include preparation of Schematic Design (SD), Design Development (DD), and Construction Documents (CD) drawings and/or estimates; provision of bid documents for contractor selection; engineering construction support; and as-built drawings upon project completion. Contracts will be renewable annually for a period of up to 3 years. GUC anticipates these will be general task orders with specific requirements provided as needs arise throughout budget years.
Proposals must include at least 3-5 relevant projects of similar scope in comparable building settings with references provided for each project. Firms must identify key team members and their experience, as well as proposed roles and rates for each discipline. Evaluation will be weighted in order of importance as: (1) Relevant experience on past projects, (2) Proposed team members' experience, (3) Rates for various roles required, and (4) Overall proposal cost.
Proposals must comply with E-Verify requirements and GUC's Affirmative Action and Minority and Women Business Enterprise (M/WBE) Program. Insurance requirements include Workers' Compensation (minimum $1,000,000 each accident), General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit per accident), and Cyber Liability ($3,000,000 per occurrence).
