SVCE is seeking proposals from qualified consultants or firms to provide technical consulting services and/or software for Silicon Valley Clean Energy (SVCE) for up to a three-year term. The scope of work includes: 1) Portfolio/risk management software as a service (SaaS) with capabilities for whole power portfolio support, modern user interface, model documentation, granular data access, and API integration; 2) Net Revenue Modeling with simulation capabilities, time horizon extending to at least 2050, power supply cost computation, customer revenue calculation, and PCIA incorporation; 3) Stochastic Simulation Engine that varies resource generation, load, and energy prices with adequate simulations, simulation robustness, defined runtimes, model simulation granularity, and integrated market data; 4) Valuation Optimization for renewable energy resources, conventional generation assets, standalone BESS, and generation-paired BESS; 5) Weekly and Daily portfolio/risk reporting including risk metrics, optimal hedging, counterparty credit risk, PPA valuation, price reporting, position reporting, budget reporting, financial reserve reporting, risk visualization, variance reporting, and archival capabilities; 6) Implementation schedule with defined timeframes, staff requirements, technical requirements, and user acceptance testing; 7) Optional additional software functionality and/or consulting services for software user support, portfolio risk management consulting, IRPs, RFO services, subject matter expertise, performance tracking, and fundamental forecast services.
