The Southern California Public Power Authority (SCPPA) is soliciting competitive proposals for a unified subscription solution for energy forecasting and financial/credit management/analytics. The solution must serve multiple functional users including energy traders/schedulers, resource planners, settlements staff, and energy risk/credit managers and analysts.
The Energy Forecasting component must provide market forecasts such as Day-Ahead and Forwards/Futures curve modeling capability across multiple data hubs (Palo Verde, NP15, SP15, ZP26, COB, NOB, MID-C, Mead, Four Corners, SoCal Citygate, SoCal Border, SoCal, Malin), with mandatory hourly historical price series for named hubs (minimum 3 years) and intraday/real-time feeds. Additional requirements include datasets for energy, gas, U.S. Treasury, and U.S. Bureau of Labor Statistics inflation data, as well as emissions forwards by vintage year and type, renewable energy credit forecasts per vintage year and portfolio content category, energy and load forecasts by WECC Balancing Authority Areas and subregions, and capacity price forecasts per month-year including system capacity, local capacity, and flexible capacity.
The Credit Analytics component must provide current and historical information for fundamental analysis including financial ratios, annual comprehensive financial reports, credit ratings, corporate profile and description, entity corporate structure, leadership, and beneficial ownership information. Additional coverage must include organizational structure data, corporate actions, financial statements, power/gas transactions, peer/competitor comparisons with benchmarking, and negative news reporting for pending litigation, lawsuits, legal disputes, and regulatory/compliance infractions. Real-time and historical economic and market data for fixed income and equities with global coverage of developed and emerging markets is required, including securities and bond yields, spreads, and performance charting. The database must cover public companies, private entities, municipalities, utility districts, and financing authorities.
Automation, Reporting and Charting capabilities must include customizable reporting and automated alerts for macro and micro market movements, industry regulations, and entity updates, with user-configurable alert functions for credit upgrades/downgrades, mergers/acquisitions, bankruptcies, and key developments. The solution must feature an intuitive user interface with search capabilities, graphing and data export functionality in spreadsheet formats (xlsx, csv) compatible with Microsoft Excel and other Office products, user-configured report creation, customizable workspace/layouts/dashboards, and API or cloud-based solutions for market data integration with Energy Trading and Risk Management systems. Support must include ongoing and widely available direct technical assistance, training tools including guides, documentation, webinars, and video presentations.
