San Diego Gas and Electric (SDG&E) issued a Request for Offers (RFO) to solicit bids for preferred resources to meet Local Capacity Requirements (LCR) due to the permanent retirement of the San Onofre Nuclear Generation Station. SDG&E is requesting offers for up to 140 MW in aggregate from the following resource types: (1) Energy Efficiency (EE), (2) Demand Response (DR), (3) Renewables, (4) Energy Storage, and (5) Distributed Generation (DG). The solicitation seeks third-party owned, contracted resources for all product types except energy storage, which includes both third-party owned resources and utility-owned systems. SDG&E is interested in resources that can begin deliveries as early as 2018, with no specified required term, but some portion of the delivery term must encompass all of calendar year 2022. The solicitation is designed to evaluate different resource types and ownership structures on an equivalent basis, considering loading order ranking, ability to provide category 1 flexible RA, DBE status, and respondent's safety plans as qualitative factors. Each respondent is limited to six bids per project or program.
