The California Energy Commission (CEC) seeks a contractor team to support the Energy Assessments Division in developing and implementing approaches to evaluate the social costs and non-energy benefits of clean energy resource deployment. This technical assistance will support CEC's multiple responsibilities to evaluate pathways for achieving California's clean energy goals, including those established in Senate Bill 100 (100 Percent Clean Energy Act of 2018).
The scope of work includes developing standard approaches and methodologies that the CEC can utilize to evaluate multiple factors associated with clean energy deployment scenarios. Key evaluation areas include land-use impacts, public health and air quality effects, water supply and quality considerations, economic impacts, and resilience factors. The contractor will provide expertise in creating frameworks and tools applicable to assessing social costs and non-energy benefits across various clean energy technologies and deployment contexts.
The developed approaches and methodologies may be applied across multiple CEC programs beyond the initial SB100 implementation to evaluate social costs and non-energy benefits in other contexts. The contractor team should demonstrate significant experience and expertise in clean energy assessment, evaluation methodology development, and understanding of California's energy policy landscape and clean energy goals.
