Southern Illinois Power Cooperative (SIPC) is issuing a Request for Proposals for MISO Capacity and Energy Resources to procure power supply resources for 2026 operations. This RFP seeks qualified bidders to submit proposals for capacity and energy resources that can serve SIPC's member cooperatives within the MISO market region.
The RFP follows a two-phase submission process. Phase 1 proposals must be submitted by Tuesday, March 31, 2026 at 4:00 PM CPT. Following Phase 1 evaluation, bidders will be notified of results on Wednesday, April 22, 2026. Phase 2 proposals are due Friday, May 1, 2026 at 4:00 PM CPT, with final results notified on Monday, June 1, 2026. Questions regarding the RFP must be submitted no later than Friday, March 13, 2026, with responses to relevant questions posted on the RFP page. All questions will be treated anonymously and answers provided as soon as practicable.
Bidders must submit a Notice of Intent to Bid and complete the RFP Evaluation Form (Appendix A) as part of their proposal package.
