Hawaiian Electric Company seeks proposals for variable renewable dispatchable generation and energy storage resources on the island of Oahu. The RFP solicits bids for photovoltaic (PV) plus battery energy storage systems (BESS), wind plus battery energy storage systems, and standalone energy storage projects. Proposers may submit bids for projects sited at the Company's Kahe Generating Station property or other locations. A site visit was held on August 6, 2019 at 10:00 a.m. HST at the Kahe Generating Station (92-200 Farrington Highway, Kapolei, Oahu 96707) to allow interested parties to evaluate the property.
Key dates include a Proposer's Conference webinar held on August 30, 2019, with the final RFP documents submitted to the Public Utilities Commission on August 22, 2019. Proposals must be received through the PowerAdvocate electronic procurement platform by Tuesday, November 5, 2019 at 2:00 p.m. Hawaii Standard Time (HST). Company self-build bids must be received by Monday, November 4, 2019 at 2:00 p.m. HST.
The RFP includes model Power Purchase Agreements (PPAs) for PV RDG projects with battery energy storage, wind RDG projects with battery energy storage, and energy storage projects. Detailed technical specifications and requirements are outlined in the RFP documents. All questions during the open RFP period must be submitted via the PowerAdvocate Messaging tab. Technical support for the PowerAdvocate platform is available Monday through Friday, 8:00 a.m. to 8:00 p.m. Eastern Time (2:00 a.m. to 2:00 p.m. HST during daylight savings).
