Silicon Valley Clean Energy (SVCE) seeks a consultant to implement a Distributed Energy Resources Management System (DERMS) for summer 2023. The overall goal is two-fold: (1) aggregate targeted DERs in SVCE territory to help respond to critical grid events in 2023, and (2) test the process of implementing a DERMS to generate learnings for SVCE and create a roadmap for full-scale deployment to understand how it may fit into future SVCE plans. The work scope includes establishing a DERMS at SVCE, enrolling member agency facilities (primarily existing municipal DERs), supporting SVCE in using DERMS to dispatch connected DERs, and potential additional activities. SVCE aims to help the grid reduce load and increase supply during moments of peak stresses (such as the heat wave that occurred in September 2022). The focus is largely on existing DERs, with municipal partners as the primary target for enrollment.
