Clean Power Alliance of Southern California (CPA) is seeking proposals from qualified and experienced contractors to provide consulting services to undertake a study on the technical capacity of using portions of the Inglewood Oil Field as a site for clean energy storage. The Inglewood Oil Field (IOF) is the largest urban oil field in the country, with parts in Culver City and unincorporated portions of Los Angeles County. Due to recent regulations and laws requiring the phase-out of oil drilling, CPA wants to understand the technical capabilities of converting portions of the IOF into sites for clean energy storage. The contractor will conduct a study that includes: (1) an overview of baseline conditions of the IOF, including ownership structure, laws governing the site, and current infrastructure; (2) a review of financing and ownership options for oil fields converted to clean energy storage; (3) a review of the typical process for remediating an oil field; (4) a comprehensive review of short-term and long-term future use options for oil fields after phase-out and remediation; and (5) a menu of options for reusing equipment and infrastructure for clean energy storage, including battery energy storage and solutions that reuse oil extraction pumpjacks. The deliverable will be a final report detailing the findings of the study.
