Clean Power Alliance of Southern California (CPA) is seeking proposals from qualified contractors to support CPA's 2024 solicitation for long-term clean energy, storage, resource adequacy (RA), and dispatchable thermal energy contracts. The scope includes solicitation design, Request for Offer (RFO) administration, and offer evaluation and selection. The contractor will help CPA procure additional new-build resources to comply with the CPUC Decision Requiring Procurement to Address Mid-Term Reliability (MTR) and help CPA meet RPS and RA compliance requirements. The selected contractor will perform tasks including: 1) Support solicitation design and offer selection criteria development; 2) Administer the RFO process; 3) Evaluate proposals and perform portfolio assessment; and 4) Provide ongoing valuation support for offer variations. The RFO will focus on projects that qualify as either RPS eligible, MTR eligible, and/or include energy storage technologies and gas fired tolls with reduced GHG emissions.
