Clean Power Alliance of Southern California (CPA) is seeking proposals from qualified and experienced contractors to support CPA's 2025 solicitation for long-term clean energy, storage, resource adequacy (RA) and dispatchable thermal energy contracts. The scope includes solicitation design, Request for Offer (RFO) administration, and offer evaluation and selection. The 2025 RFO will procure new-build, utility-scale clean energy resources under long-term contracts that qualify as Renewable Portfolio Standard (RPS) eligible, energy storage technologies or conventional resources that will help CPA meet its renewable and/or Resource Adequacy compliance requirements. The solicitation may include procurement for Mid-Term Reliability (MTR) resources to comply with CPUC requirements. The successful contractor will provide services across four main tasks: 1) Supporting solicitation design and offer selection criteria development, 2) Administering the RFO process, 3) Evaluating proposals and conducting portfolio assessment, and 4) Providing ongoing valuation support for offer variations.
