Clean Power Alliance of Southern California (CPA) is seeking qualified and experienced contractors to support CPA's 2026 solicitation for long-term clean energy, storage, resource adequacy, and dispatchable thermal energy contracts. The scope includes solicitation design, Requests for Offer administration, and offer evaluation and selection services.
The work is organized into four primary tasks. Task 1 involves supporting solicitation design and offer selection criteria development in advance of the RFO launch, with deliverables including a final solicitation process, schedule, and framework for offer qualification and selection criteria incorporating energy value, development risk, environmental stewardship, workforce development, benefits to disadvantaged communities, project location, GHG emissions, and price adjusters. Task 2 encompasses RFO administration including providing input on requested products, feedback on solicitation materials, providing a submission platform accommodating high-volume bidders with differentiated offers, managing the Q&A process, and project managing the solicitation process. Task 3 focuses on proposal evaluation and portfolio assessment, including conducting QA/QC of offers, building a valuation model for financial analysis in Excel, developing a comprehensive longlist summary with metrics and trends, providing valuation rankings with comprehensive spreadsheets, and performing slice-of-day portfolio fit analysis under the resource adequacy framework. Task 4 involves ongoing valuation support for approximately 10 offer variations that may deviate from standard RFO protocol terms.
Key milestone dates include: Task 1 completion by May 1, 2026; Tasks 2.1 and 2.2 completion by May 15, 2026; Task 2.3 RFO launch by May 19, 2026; RFO webinar by May 28, 2026; Q&A closure by June 10, 2026; Q&A responses posted by June 17, 2026; offer deadline June 29, 2026; Task 3.1 and 3.3 completion by July 10, 2026; Task 3.4 completion by August 13, 2026; shortlist approval by September 23, 2026; and PPA approvals targeted for February 4, 2027. CPA's Board of Directors meeting on April 2, 2026, will approve the Task Order, with task order kick-off scheduled for April 6, 2026.
