Orange County Power Authority (OCPA) is seeking proposals from qualified energy consulting firms (Consultants) to provide technical assistance and program support services. The scope includes developing a comprehensive Community Power Plan (CPP) and may include technical assistance, program implementation support, and energy grant management. The CPP will help OCPA address climate change, conduct community needs assessments, establish feasibility of various programs, collect information on grants and plans for building decarbonization and zero emissions transportation, prioritize local renewable energy resources, produce economic benefits to the region, support workforce development, and pursue investment in communities of concern. The selected consultant will develop cost-benefit analyses showing impacts on customer savings, communities of concern, economic impact, OCPA revenue, overall investment impact, air pollutant impact, and GHG impact. Technical assistance may include evaluating energy needs, supporting electrification goals, developing regulatory reports, assisting with energy programs, and presenting technical findings. Program implementation support may include administering clean energy programs, managing operations, coordinating stakeholder engagements, preparing reports, and maintaining records. Grant management may include monitoring and applying for grants, collaborating on grant applications, and managing reporting requirements.
