Request for Proposal for Technical Support Services covering two main service areas for the 2016-2018 program years with option to extend through 2021. Service Area A: Energy Efficiency Technical Support Services including assisting with development of Three-Year Energy Efficiency Plans, managing EE data reporting requirements (monthly, quarterly, and annual reports), and representation on statewide EE technical subcommittees. Service Area B: Forward Capacity Market (FCM) Technical Support Services including coordination of ISO New England FCM participation, development of Annual Shows of Interest and New Capacity Qualification submissions, management of annual auction preparation and participation, submission of monthly database uploads of incremental EE installations, management and submission of Expiring Measures, participation in Monthly and Annual Reconfiguration Auctions, submission of EE forecast data, monthly quality control of EE data and DRV sheets, responding to ad-hoc ISO requests, and representing the Compact's interests at ISO-NE committee meetings. The consultant will have thorough working knowledge of Massachusetts statewide Three-Year Energy Efficiency Plans, Massachusetts TRM (Technical Reference Manual), and ISO-NE Forward Capacity Market. Consultant must create and maintain regulatory reports for the DPU and ISO New England through data extracts from the Compact's EECP database and MUNIS financial software. Must be available for ad-hoc analyses and advisory requests, and deliver regular updates to Compact management.
