Projects must comply with Davis-Bacon wage rates, Buy America requirements, and Disadvantaged Business Enterprise (DBE) program requirements on all federally-funded projects. Standard specifications include the 2023 Standard Specifications with 2025 Supplementals and 2025 Buy America Insert. All contractors must maintain Idaho Public Works licenses and comply with the 2023 Quality Assurance Manual.
