The Southern California Public Power Authority (SCPPA) is soliciting competitive proposals for Scheduling Coordinator (SC) Services related to the Tieton Hydro Project, a run-of-reservoir hydroelectric facility located in Yakima County, Washington within the PacifiCorp Balancing Authority Area. SCPPA is pursuing this opportunity on behalf of its members, the City of Glendale and City of Burbank, along with other interested member utilities.
Respondents must be registered with the California Independent System Operator (CAISO) as an Extended Day-Ahead Market (EDAM) Scheduling Coordinator and must currently provide SC Services for resources within the CAISO Day Ahead and Real-time markets. Respondents must demonstrate existing customer relationships actively participating in simulation to transition to EDAM. Members have a strong preference for SCs with experience coordinating across multiple balancing authorities or directly with PacifiCorp.
The SC Services Provider will perform all scheduling on a 7-day, 24-hour day-ahead and real-time basis for transactions within CAISO EDAM. Key service areas include market registration and onboarding, market participation and bidding, scheduling and dispatch, metering and settlements, compliance and reporting, and communication and support. The provider must maintain 24/7 operational coverage during market hours and serve as the primary point of contact with CAISO for all scheduling matters.
Critical dates include: RFP issuance on June 30, 2025; clarification questions due by July 10, 2025; responses to clarification questions due by July 17, 2025; proposal deadline of July 31, 2025; proposal review on August 7, 2025; selection of respondent(s) for negotiation on August 21, 2025; and Notice of Intent to Award on August 28, 2025. Proposals must remain valid for twelve (12) months from the proposal deadline date.
